What do the HoneyPezil label numbers add up to?
The five amino acid lines add up to 640 mg as printed (200 + 200 + 100 + 100 + 40). That is the weight of the ingredients, not the amount of active amino acid.
Two of those lines are salts, and a salt includes the weight of its partner molecule. The label does not say how much of the 200 mg AKG line is arginine or how much of the 100 mg malate line is citrulline. So we write at most 400 mg of arginine ingredients and at most 200 mg of citrulline ingredients.

What does the panel say about memory?
Nothing. The panel itself makes no claim. The front of the bottle says "Advanced Memory Support*", and the asterisk leads to the FDA statement.
That statement reads: "These statements have not been evaluated by the Food and Drug Administration. This product is not intended to diagnose, treat, cure or prevent any disease." The FDA does not approve supplements before they are sold (FDA, Q&A on Dietary Supplements), and a maker must carry that statement when it makes this kind of claim (FDA, Structure/function claims).
